Vendors Service
The outside firms Flow works with, the people at each firm who may sign in to the vendor portal, and the insurance each firm holds.
The vendors service keeps the outside firms Flow works with: architects, engineers, consultants, contractors and suppliers. A firm is recorded once and shared by every development it works on. For each firm it keeps the people who may sign in to the vendor portal, and the firm's certificates of insurance.

What a firm does on a development is not here. Which projects a firm is on, its design fees and invoices, and the tasks assigned to it are kept by the construction service, which records only the firm's id and reads the firm from this service when it needs it. Why the line is drawn there is in docs/decisions/0091-vendors-service.md.
Insurance
Firms send a certificate of insurance for each kind of cover a contract asks for — general liability, professional liability, workers' compensation and so on. Each certificate names an insurer, a policy number, a limit per occurrence, and the dates it runs between.
Every certificate is kept. A renewal is a new certificate, not an edit, so the history of what a firm held and when stays readable. A firm's cover for a kind of insurance is the certificate that expires last. Each certificate is reported as one of:
| Status | Means |
|---|---|
current | Its expiry date is 30 days away or more |
expiring | Its expiry date is less than 30 days away |
expired | Its expiry date is before today |
The status is computed against today on every read and never stored.
Who calls it
- The construction console's Vendors workspace, for the firm directory, people and insurance.
- The construction service, for a firm before it is put on a project, for the names of the firms on a project, and for the firm behind a vendor portal sign-in. It sends a service token and names the person it acts for; it never forwards that person's token.
