0100 — Broker routing is on by default, and a credential is personal or service

Every caller is routed unless an admin turns it off, requests are graded by a Go check, Jev, then a chat model, and a service credential has its own budget.

Decided. Supersedes the opt-in part of 0098. Routing is on for every person and service unless a platform admin turns it off. One switch covers static rules and automatic routing.

A request is graded by a Go check for obvious requests first, then by Jev when its confidence is high enough, then by a cheap chat model. That model is BROKER_ROUTE_CLASSIFIER_MODEL when it is set (z-ai/glm-5.3-flash in dev and prod) and the cheapest model in the family otherwise. Every decision is recorded, including the ones that kept the requested model.

A personal API credential acts as its owner and spends the owner's budget. A service credential acts as its own identity with its own budget, and its usage can be grouped under the person who created it. Foundry agent mailboxes are grouped the same way.
